AFAIK, that's just how it should work with this TCA. I usually add 
something like this to limit the selectable records to those with 
language all (-1) or default (0)

'foreign_table_where' => 'AND 
tx_elementsstaff_domain_model_person.sys_language_uid IN (-1,0)',
