I don't think the situation for each (OpenSource) project is the same. 
AFAIK with PHP every bug report is reviewed and if feedback is requested 
someone has actually taken a good look at the report.

There are many bug reports in the TYPO3 tracker which seem completely 
untouched since they were submitted. I don't think it would be fair to 
close bugs which simply haven't been reviewed at all...

Setting any period for feedback before an issue is closed means that 
"we" have the moral requirement to be just as fast in responding to bug 
reports and follow-up notes, questions, etc.
