If everybody can apply patches to the extension, this will get a good
extension down. Have a look to TER: there is far more junk there than
good extensions. This junk is created because most of extensions
authors are bad programmers. Don't ruin a good extension by allowing
everybody to apply patches to it.
The first thing you should do is to contact extension's author. He has
the ultimate authority over the extension. This is how it goes if you
want to take over: contact the author, if he does not reply, ask
typo3.org admins to reassign the extkey to you.
