[TYPO3-dev] Cosmetics with localconf.php

Hello!

+1 from my side.

I have a "TYPO3 Template" which also includes a preconfigured
localconf.php, sorted by category (BE, FE, SYS, DB, etc.).
(And I'm not totally sure, but I think TYPO3 messes that up
again, after changing stuff inside the install tool.)
