No idea about both questions. What I know is that ob_flush() forces 
output of whatever may be in preparation but not yet outputted. I'm 
wondering about what side-effects this could have, which is why I'm 
submitting this for discussion here, rather than posting outright to the 
core list. That being said, that change is extremely local and I don't 
think it can really have negative side-effects.

BTW I could reproduce this on 2 different servers too.
