There were two projects for updating typo3.org. Both are dead. I think the third one was initiated recently but it did not start as loudly as before this time. The T3A report at [1] says: "The typo3.org relaunch is a bit stalled at this time. On the ... meeting ... in June a fresh approach was discussed though. The new approach is currently being evaluated and details will be shared *if it seems feasible*."

Big companies exist to earn money. They will not take it because it is too much trouble. It is not just creation, it is also maintenance, which means constant resources allocation for typo3.org. No one will want it. It is a financial loss for big companies.
