I understand your perspective, and I whish we could follow that but
resources to do the above is not available.
I would check for doc only. Make a first CLEAR rule.
Later we can add checking for items as a static template and may be on
a sunny day and we have money we can do code reviews.
For now I would stick to 'check for proper documentation for newly
extensions and current extensions on TER (visually inspected by a
human)'.
Also we should in the first step inform the author so that he can fix
the documentation problem in a 4-6 week period. If still
no documentation exists we remove (deny download?) the extension.
PLEASE KISS IT!!!!
