the idea (at least for me) is that somebody will take a look at newly  
uploaded
extensions and see if the documentation is in a good shape. This would  
be a small
task because teh number of extensions added each day is low.

We also should not forget about migration. User with existing  
extensions that
are now removed should see 'somewhere' why the extension was removed  
from TER.

This is a bit more involved (obviously) but we should keep it KISS.
