Magento is in a different situation - they have payed employees.

A general idea would be to make an official checklist for reviewer and 
authors like
* has documentation
* documentation describes all functionality and configuration
* code match CGL
* code use core API
* code makes error checks
etc

then give the checks points and you will get a result which makes it 
possible to give the extension a "quality index". I know, it's not easy 
but having this would make it possible for authors as well to check 
their extensions before release.
