You should activate/allow a few stuff before:

- Support OpenDoc documentation
- Test that the uploaded documentation contains anything useful (quite hard to automate)
- Allow documentation to be given as a Forge wiki link instead (useful to work like this for young extensions as mvc_extjs for instance)
