My patches also wait for a long time. It does not make any difference if the developer is from the core team or not.

I cannot say the same. Some people have bad reputation, this is true and their patches are less viewed. But I think it is instinctive refusal, not conscious. I definitely cannot say that some people are *preferred*. It all comes down to the patch, not to people in my opinion. The same person may post a patch that needs lots of time to test and a patch that is approved by looking.
