Yes, they do. For example, they need better UI and easier handling of media. This is what I hear for more than a year now.

Regarding Snow Leopard: I know at least two new features: Expose in Dock and opening folders in stacks. This is a reason why I am going to upgrade: I hugely missed these two features.
