who says that they are lying around?
My last patch was created at 01.09.09 16:48 and was in trunk at 01.09.09 
19:20. Sure it was a small one but still.

I get your point but the question is: What is the sense of shipping a 
CMS without a RTE? Everybody will download one anyway. This is the sense 
of a sysext => it is used by everyone. Same for login.

dbal is inside for a reason too.

But I still doubt that more people would develop any of those extensions 
besides the authors because they are too complex for most of us.

I know that this is disappointing but if I need this feature really bad 
I would just ask one of the core devs if it is possible to pay for a 
review and a +1 if the patch is fine. This is called sponsoring.

As already said thousand times: Reviewing and testing needs time and we 
all lack time because we all have a day job to do
