I have made the experience that this is the normal case for normal
persons and even for some Core developers.

I doubt this. Why is there no improvement suggestion if the Core
developer considers it as pour quality? How is quality defined?

This will be different with TYPO3 , because there is more interest to
improve main TYPO3 functionalities.

More persons have been writing patches and are now very disappointed,
because they are completely blocked and have been waiting for more than
1 year.
