The new FORM object will be delivered as a sysext, but not with 4.3. You 
will be able to get it from somewhere else (probably Forge) and install 
on 4.3 though.

I'm not sure, but I don't think the new FORM object will be compatible 
with the old forms. Of course a motivated developer could probably write 
a migration script ;-)
