[TYPO3-dev] What is the purpose of sysexts?

AFAIK any extension can depend on a specific core version. So this is
not special to sysexts, or do I get you wrong here?

If I get you right then what your saying in your second paragraph is
that the core would be hardly usable without the mentioned sysexts.
