For sure. But most of the sysext are mainly maintained (or authored) by 
one core team member, so the responsibilities are mostly clear.
See eg rtehtmlarea, opendocs, fe_edit etc.

of course it's a basic idea, but for sure it's not the status quo. But 
mainly BT entries are always handled as core team is available 24/7 
which is not the case for many extensions on TER
