i think raise requirements because of php bugs is not the correct way, 
requirement raise should be done if functions are needed that are not 
available in prior versions.
Otherwise we have to raise requirements for libxml too, as there are a 
lot of versions causes troubles in TYPO3, especially when use with TV or 
flexforms.

What we should do is to inform about these bugs and make proposals to 
use higher versions where the bug is fixed.
