Hi Dmitry,
Why it is not fixible? Present code violates proper handling of timezone 
coz of incorrect signs (there is no any sense in calculating UTC+TZ+TZ 
as it is working now). I've reported this bug and ask question here only 
to find out if there is any newer rules on timezone than I've quoted before.
The bug itself is pretty fixable.
