[TYPO3-dev] Wrong timezone handling

Hi all!
I've filed bug here http://bugs.typo3.org/view.php?id=11026
I want to discuss how to correctly patch this.

I've found next rule on correct date / time handling in core list:

I did not find any other docs on subj. Does this rule applies now and 
correction should be done to make things working as stated above?
