It's not possible for a plug-in. The list of fields and the tabs they 
belong to is defined according to the type field. In the case of the 
tt_content table, this is the CType field. All plug-ins are of CType 
"list" so it's not possible to differentiate them.

What you can do though is to make a new content element type, rather 
than a new plug-in type. Then you will be able to create a whole new 
list of fields and tabs.
