[TYPO3-dev] Syslog confusion

The name of the t3lib function comes from syslogd the Unix *system*
logger. Maybe the name was ill chosen, but it should neither be confused
nor - IMHO - merged with the entries of the sys_log table. Both
functions serve different purposes.

But if I'd merge them I added a new configuration option to
t3lib_div::sysLog to log also into the sys_log table.
