[TYPO3-dev] Removing "enable extension without reviews" checkbox

I vote for renaming the checkbox to "Only import reviewed extensions"
and disabled it by default.

This gives any responsible admin the possibility to limit repository
look-up to reviewed extensions while offering new users easy access to
the extension repository.
