[TYPO3-dev] Monster changelog

Current changelog is 8800+ lines long and start at TYPO3 version 3.6. 
Worst, it's weight is 438KB. There's stuff from 2003 there.

Could we truncate it a bit ?

Removing 3.6 up to 4.1 make it 3000 lines shorter and set the weight to 
230KB.

Additionally removing 4.1 development we got: 2700 lines and 120KB.

Keeping the full changelog on typo3.org and Forge seems enough for me 
and would reduce 300KB from the Core...
