If there was more feedback (that's what could motivate me, as I 
personally don't need DBAL) or contribution (meaning other's move the 
code forward) the code would evolve.

If it did that, publishing updated versions in the TER between core 
releases is absolutely no problem. It's a system extension, but still 
'only' an extension. So whenever something can be fixed inside the 
extension, it can be updated in TER.
