Correct and agreed.
My intention is to make the developers lifes much easier so they don't 
have to worry about new core tickets.

But still I miss some sort of real argument in order to get this 
discussion into a bit more productive manner (including myself).

Let me get things started:
Make DBAL a standalone extension:
PROs:
---------------------------------
- less hassle to maintain over TYPO3_SRC releases
- possibility to attach TYPO3 version requirements to the ext
- ship only what one needs - supply what one *could* need externaly


CONs:
---------------------------------
- Need to download an extension when you need the extension
