I think it should not be in! Could be an extra tgz "DatabaseHandlers" 
people might download with source if they really rely on that. Since 
install tool does not support activiating it before setting up the first 
db connection people who need it in any case have to go into "code" 
before installing... So Unzipping the DBAL first would not cause any 
harm to them.
