I think so. In fact I cache all images for a year and scripts/css for a month. I plan to start doing versions for scripts/css and set expiration time for them to a longer period. When I update a script or a css file, version number will increase and every browser will fetch it.

Take a look to _.htaccess files in the TYPO3 distribution. Except for the one in the Install tool, they enable client caching for BE files, which speeds up BE a lot. I also put such file in typo3conf/ext directory. It makes sense to cache static scripts/css/images from extensions.
