Both styles seem to be allowed:
http://www.w3.org/2005/10/howto-favicon

I dunno if this depends on HTML 4.x / XHTML 1.0 as the example might
indicate. But I guess not, because relative URIs are ok as long as they
can be resolved on some base:
http://www.w3.org/TR/1999/REC-html401-19991224/struct/links.html#resolving-relative-uris
Generally this is the case.
