Maybe. But in that case TYPO3 will have to accept the consequences of such
a decision.
TYPO3 says it's an enterprise level CMS. Companies and governmental
organisations have the computer configuration which their IT department
provides them. Currently it is in many cases still Windows XP, IE6, MS
Office 2003, etc. The IT department will not upgrade the browser for many
reasons (cost of roll out, legacy applications requiring IE6, etc.)
If those companies and organisations are looking for a new website or new
CMS they ask several agencies for a proposal. In many cases IE6 support is
a requirement and if TYPO3 will not support IE6 they will simply use a
different CMS. They won't say that they'll upgrade their company's default
browser just to be able to use TYPO3.

Further consequences are that if agencies can't sell websites based on
TYPO3 because of this, they will have to look for a different platform.
Simply because they have to stay alive.

One could try to make the experience for users of more modern browsers a
lot better. Older browsers will see an old interface which can do all that
is necessary, but newer browsers will have a much better and more
productive interface. That way you can encourage clients to update.

I don't expect major functionality changes in 4.x releases, so anything
that needs a change in the interface can quite easily be included in the
old interface.

True, but if there are hardly any enterprise level clients who will use
TYPO3 for their web site the situation is even worse!
