There is a simple solution.
Old Bugs (Mantis) remain there style: #1234
New Bugs (Forge): #M123

IMO it's not to late. The intetion of forge was to move all dev-pages to 
one page. So you don't have to visit different pages. Link to Mantis 
doesn not solve the problem.

Forge has many advantages: e.g. bugs can be directly/automatically 
linked to revision etc.

There might be some time, when you have to look up both. But after a 
month it should be done and for extension there shouldn't be as many 
bugs. On php.net bugs are closed automatically, if feedback is needed 
and there is no response within a week. Perhaps there still a few bugs 
left, they could be ported manually. (4.x Core is an other point)
