[TYPO3-dev] accessing values from admin-panel from within extension

How can I access values set in admin-panel?

I want to simulate time by admin-panel and access it in my extension.
As long as I use time() I only get the current time of the server than 
the time set in admin-panel.

should I use another function? 
or is the value stored in any variable?

and/or can I access this admin-panel-time from within TypoScript-template?

PS: it is more than can be done just with access-fields
