the initial intention was to add this for admins. They can operate all 
they want. Think of following situation:
You have client where the client have editor accounts. They might work 
from several locations. You normally don't gibe client admin-accounts.

Admins are from agency only, they are not in any group. So bind admins 
to IP of agency only.

Masks will be supported in next step.
