If we make it an exclude fields ALL admins of ALL installations have to 
enable this fields for ALL their users. Therefor I cannot see this 
change happen.

PS: I think the exclude fields are not a great feature. They are hard to 
manage and some stupid extensions even make the title fields of their 
base record an exclude field!!!
