Are we talking about BE or FE? In the BE I can reluctantly agree
(though there is no good reason in principle for the BE not to be
accessible, but that's another debate), but in the FE that's nonsense.
Lots of useragents such as phones and screenreaders, for example,
don't have good (or any) javascript support, and it's not uncommon for
people to disable javascript.

Given that the same logic transferred to a server-side language could
build the same forms, I can't see any good reason for using javascript
in this context.
