[TYPO3-dev] New service "Snippets" on support.typo3.org

Hi Steffen,

very cool. As snippets tend to get "old" and obsolet by newer TYPO3 (or 
extension) versions, it might be cool to have a way to tag some snippet 
like we do in TYPO3 extensions: dependencies: TYPO3 4.0.0- or tt_news 
2.4.0- etc.
