[TYPO3-dev] Problem of setup.override

Hi

In many cases setup.override is *nonsense* - nonsense if user has not 
access to User > Setup and admin has not logged as certain user.

setup.default works just as quide value, BUT setup.override should work 
always as really overriding value, which it in fact does not in practise 
work.

Setup override should be read *directly*

$this->overrideProperties=t3lib_BEfunc::getModTSconfig(...,'setup.override');

So it would take effect immeditely and nobody would not have need to 
remember to save user settings first. Today setup.override does not do 
the task, which it should do.
