[TYPO3-dev] Where Condition for TCA?

What I would like to achieve:
BE_user1 should be allowed to edit fe_users of group1
BE_user2 should be allowed to edit fe_users of group2
fe_users records should be on the same page

Either I'm blind or ...
But I can't find neither a "Where"-condition in TCA CTRL block nor a 
TSConfig option to filter.


Any hint welcome!
