[TYPO3-dev] Empty User Settings

Hi Devs,

In one test-installation, that uses latest 4.2-dev from SVN,
I have no settings in User Tools / User settings
(See attached Screenshot)

As always after Updates,
I compared DB and deleted all cache + configuration.

In another Test-Installation, that is linked to the _same_
typo3 source-directory, user settings are working as usual.

A new created Admin-BeUser has just the same problem.

Where can I start searching / debugging ? Any hint ?

Note:
I noticed, that I'm getting the following JS-Error:
   Error: DTM_array is not defined
   File: http://xxx/typo3/sysext/setup/mod/index.php?
   Line: 91
