Eclipse by itself does not, it is Java IDE. Products based on Eclipse – it depends. Zend Stidio & PDT  has code complition powered by phpDoc comments.

I use both Zend Studio and Komodo IDE 5. Komodo IDE 5 has support for Zend Studio annotation style (/* @var $vat t3lib_TCEmain */).
