[TYPO3-dev] limit fe_users/groups selectors in BE-forms to specified folders?

not working - but even if - it still has to be done for all tables :) 
I'll use some TCEFORM hook. I already implemented the "TCAdefaults for 
pageTS"-feature like that for a 4.x website. I'll find a nice way :)
