[TYPO3-dev] Make versioning and workspaces optional in the BE

If a normal user has only access to live he won't see an ws stuff, 
because versioning and ws modules must be enabled for them. Only admin 
have to see these features.

OTOH, it'd really be nice if the ws module were a "normal" sysext module.
