I agree that having a different login image for each release is a good idea.

I would also discuss a feature that could be considered:

t3skin is a sysext so the image can be shared across multiple T3 
installation. Would it be interesting to put the directory for the image 
  in a variable and be able to set it in localconf.php ?

Right now the path is: \typo3\sysext\t3skin\images\login\

So if you set multiples personalized images for a customer, you better 
use a custom extension...

Or maybe there's a hidden feature to set a different path I never 
discovered...
