I don't read that fro the spec. While I MAY use write an empty tag for
all elements with out content, eg <p/> instead of <p></p>, I don't see a
rule taht aloes the "expeansion" of an element that is declared EMPTY.
"base" is declared empty.

No, it isn't. TYPO3 is not HTML compliant, but it is XHTML 1.0 compliant.
