[TYPO3-dev] RFC: Introducing a "User Tools" main module

hey,

why not open up "Tools" for non-admin-users as well and put all the 
things in there?

Hopefully we can clean up the admin "Tools" module for 4.3 since the 
installer / configuration part could merge tons of the submodules then 
(at least that's my vision ;-)).
