What about a "real" wizard for the PageTS/UserTS. The Wizard could be a 
seperate Extension in the Web-Module.
Than you only need a title for TCEFORM (like "Form-Config" | 
"Formularkonfiguration").

Perhaps you only need other translations for the TSconfig...
