[TYPO3-dev] Link Problems with pi_base

Hi,

 i have to link to a section like #9999

I need pi_base-link to get the cHash. I don't see the way to add the 
section. So I did the workarround with
lastTypoLinkUrl
and appended the section.
This has bad affects, if there is no baseUrl i had to complete the link with 
getIndpEnv('HTTP_HOST').
Unfortunally Typo3 thinks, this is an external link and adds a target.

What would be the best solution to create a Link with cHash and section ?
