Seems you haven't been as lucky I was.
I contacted both parties and both answered me some weeks ago.

On "smarty": Peter already wanted to make me co-dev, but the TER2 
(surprise surprise) seems to lack this feature...

On "rtp_smarty": Jep, that's a team. I got a positive reaction as far as 
I remember, but I wouldn't count on it too much, since that has been 
some time back now and I didn't get a reply from the guy who was on 
vacation...

If I would make an extension today, I would incorporate my own JASE 
("Just another smarty extension") - sad but that's the only way it will 
work. *sigh*
