There's a link called "API" in the "Documentation" menu on typo3.org 
that goes to http://typo3.org/documentation/api/

On that page, you'll find a link to read the Doc Core API online.

On the other hand, if you mean the .sxw file, it seems to have become an 
extension sometime last spring: 
http://typo3.org/extensions/repository/view/doc_core_api/4.1.0/
