I would go for localized templates, but why does it have to be HTML,
when sending plain text Emails in a first approach? I think HTML emails
should be a nice-to-have feature.

Anyway, I am not familar with using templates within the core yet and
will have a look at it. Maybe someone can point me to an example within
the core to get started, if there is any.
